Electronic administration to advance in Hungary
Committee hearings in the Parliament
The work of the parliament is organized in committees. The new parliament has 20 committees, and they spent Monday and Tuesday listening to the thoughts and plans of ministers to be. Once the committees approved each candidate, they were inaugurated and started their work as ministers.

During his committee hearings, Zoltán Tanács, who built his professional expertise over 25 years as an IT and management consultant for Horváth AG international consultancy company, talked about digitalization and electronic administration in Hungary, among other things. He said that while Hungary has made great strides over the past years, further progress is planned to make electronic administration more accessible and effortless for everyone, including both users and administrators.
Electronic administration now
Electronic administration in Hungary is currently accessible through Ügyfélkapu (Client Gate) and DÁP, allowing users easy and straightforward access to the various governmental databases through one single gateway. Regarding digitalization, Hungary is among the more advanced member states in the EU, while internet coverage is wide, and the digital skills of Hungarian adults are slightly above the EU average. At the same time, the work of administrators is still mostly paper-based, which delays work and creates avoidable costs.
Improvements on the horizon
The vision of Tanács for Hungary is to create a system for electronic administration similar to what we see in Estonia. Most topics should be possible to be managed online, and digital government infrastructure should be like a utility: a service provided by the government that is accessible to everyone. For this, Ügyfélkapu and DÁP are a great start, but uniform standards should be defined so future developments may be realized in a more coordinated and efficient way.
Digitalization should be first increased in areas where paper-based administration creates the most documents, such as the land registry. At the same time, cybersecurity should be improved at every level.
Digital skills should also be improved further across the population with targeted educational programs. Additionally, small and medium-sized businesses should be encouraged to adopt IT solutions to streamline their operation so they can better focus on growth.
